Every air-conditioner quote in Broward and Miami-Dade now leads with a SEER2 number, and most homeowners nod along without knowing what it measures or which number the law actually requires. SEER2 is not marketing - it is a federal efficiency rating that changed in 2023, and Florida sits in the region with the strictest minimum in the country. Here is what the number means, what you are legally required to install, and why in a climate that runs the AC eight months a year the minimum is a floor to clear, not a target to celebrate.
What SEER2 actually measures
SEER stands for Seasonal Energy Efficiency Ratio - cooling output over a season divided by the electricity it took to produce it. A higher number means more cooling per dollar of power. SEER2 is the same idea measured under a tougher, more realistic test.
On 1 January 2023 the Department of Energy switched from the old SEER test to a new procedure (called M1) that runs the equipment against roughly five times more external static pressure - meaning it accounts for the resistance of real ductwork instead of testing the unit almost in open air. Because the test is harder, the same physical machine earns a slightly lower number under SEER2 than it did under SEER.
As a rule of thumb, a SEER2 rating is about 4.5% lower than the old SEER figure for the same equipment. A unit that would have been labeled 15 SEER is roughly 14.3 SEER2. So when an older neighbor quotes you a SEER number and a new quote shows SEER2, you are not comparing like with like - the SEER2 number will look smaller for identical performance.
Florida's minimum: 14.3 SEER2
The federal standard is set by region, and Florida is in the Southeast region, which carries the highest minimums in the country alongside the Southwest. For a new split-system central air conditioner installed in South Florida, the current minimums are:
- Under 45,000 BTU/h (most homes): 14.3 SEER2 - equivalent to about 15.0 on the old SEER scale
- 45,000 BTU/h and above: 13.8 SEER2 - about 14.5 old SEER
- Air-source heat pumps (any region): 14.3 SEER2 and 7.5 HSPF2 for heating
- These are install minimums, not suggestions. A contractor cannot legally install new below-minimum split equipment in Broward or Miami-Dade, and a compliant changeout is documented on the permit
This is why you cannot simply buy the cheapest condenser online and have it installed. Equipment that was legal to install in a colder state may be below the Southeast floor. If a quote is unusually cheap, one fair question is whether the proposed system actually meets the regional minimum for a permitted Florida installation.
Why the minimum is a floor, not a target here
In a cool climate an air conditioner runs a few months a year, so the payback on a high-efficiency unit is slow and the minimum is often the sensible buy. South Florida is the opposite. In Broward and Miami-Dade the cooling season runs roughly eight to nine months, and the system works hard nearly every afternoon from spring through fall.
More runtime means the gap in power draw between a minimum-efficiency unit and a more efficient one is multiplied across far more operating hours than it would be up north. That does not automatically mean buy the highest SEER2 on the shelf - it means the efficiency step-up pays back faster here than almost anywhere else in the country, and it is worth doing the math rather than defaulting to the floor.
The honest framing: 14.3 SEER2 is the number that keeps you legal. Whether 15.2, 16 or 17+ SEER2 is worth the premium depends on how long you will stay in the home, your electricity rate, and how the rest of the system is set up - which is where most of the real savings actually live.
SEER2 alone will not tell you if the house feels good
SEER2 is a seasonal average. It does not describe how the system performs on the single hottest, most humid afternoon of the year - which in South Florida is exactly the moment that matters. Two other numbers tell that story:
- EER2 measures efficiency at a steady 95°F outdoor design condition - closer to a July afternoon in Hialeah or Fort Lauderdale than the seasonal average is. A unit with a strong EER2 holds its efficiency in peak heat
- Latent capacity is the unit's ability to pull moisture out of the air, and it is not captured by the SEER2 headline at all. In a humid climate, moisture removal is often what separates a comfortable house from a cold, clammy one
This is why chasing a big SEER2 number in isolation can disappoint. An oversized high-SEER2 system that satisfies the thermostat in short bursts can leave a Broward home cold and damp, while a correctly sized, variable-speed unit with a modest SEER2 runs long and gentle and keeps humidity in check. Ask the contractor about EER2 and about how the proposed system handles humidity - not just the SEER2 sticker.
What changes your bill more than the SEER2 number
In real South Florida installations, the equipment's rating is rarely the biggest lever on comfort or cost. These usually matter more:
- Correct sizing. A Manual J load calculation - not a rule of thumb - decides whether the system is matched to your house. An oversized unit wastes money and worsens humidity regardless of its SEER2
- Duct condition and location. Ducts in a vented, superheated Florida attic can leak away a large share of the cooling you paid for. Sealing or relocating them often beats a higher efficiency rating
- Refrigerant charge and airflow. A perfectly efficient unit that is undercharged or has the blower set wrong will underperform its label every day
- Thermostat behavior and setpoints. The fan set to ON instead of AUTO re-evaporates moisture off the coil; small setpoint habits add up over an eight-month season
The practical takeaway: a 17 SEER2 system on leaky attic ducts can easily cost more to run than a 15.2 SEER2 system on tight, well-sealed ductwork. Spend the attention on sizing and ducts first, then choose the efficiency tier.
Higher SEER2 means more to go wrong - weigh it against salt air
Higher-efficiency systems reach their ratings with two-stage or variable-speed compressors and more electronics. That equipment is genuinely more comfortable and quieter, but it also has more parts that can fail and tends to cost more to repair once out of warranty.
Coastal Broward and Miami-Dade add a second consideration: salt air. Homes near the Atlantic see condenser coils, fasteners and circuit boards corrode years faster than inland equipment. The more sophisticated (and expensive) the unit, the more it stings when corrosion shortens its life. If you are coastal, ask about corrosion-resistant coil coatings and where the condenser will sit, and weigh a premium system's payback against a realistic lifespan in salt air.
None of this argues for buying the cheapest unit - it argues for matching the efficiency tier to how long the equipment will realistically last in your specific location.
Permits, matched systems, and what to ask
An AC changeout in Broward or Miami-Dade generally requires a permit and a mechanical inspection, and the installation has to meet Florida energy code. A quote that skips the permit is not saving you money - it creates an unpermitted-work problem that surfaces at your next home sale or insurance inspection.
A SEER2 rating is also only valid for a specific matched combination of outdoor unit, indoor coil and air handler. Bolting a new condenser onto an old, mismatched coil does not deliver the rated efficiency, and it may not be a legal, certified match. Before you sign, ask for:
- The AHRI certificate for the exact matched system being installed, showing its SEER2 and EER2
- Confirmation that a Manual J load calculation was performed, and the resulting tonnage
- A written permit plan and who is pulling the permit
- For coastal homes, what corrosion protection is included
