This is the most common and most expensive misunderstanding in the entire category — a window can be genuinely “hurricane rated” and still be illegal to install on your house.

Ask for the NOA number. Any legitimate installer will hand it over without hesitating, because it has to go on the permit anyway.

Impact glass vs. shutters — an honest comparison

Both satisfy code. They are not equivalent products.

  • Impact windows are always on. No deployment, no storing panels, no climbing a ladder in a rising wind. They also cut exterior noise, block the large majority of UV, and improve the thermal envelope year-round. They cost considerably more up front, and installation means replacing the actual window unit.
  • Shutters cost far less up front and satisfy the same requirement. But they only work if someone deploys them, and they do nothing for noise, UV or energy efficiency for the other 51 weeks of the year. The program has been funded in successive cycles and the Legislature reappropriated substantial additional funding in 2026 to work through a backlog of homeowners who completed an inspection but had not yet received an award.

Miramar specifics

Miramar splits cleanly in two. The eastern half is older, established Broward housing; the western half is newer master-planned development that expanded rapidly through the 1990s and 2000s. Neither half is on the coast, so salt exposure is limited — but western Miramar is flat, open and exposed, with comparatively little tree cover or upwind shielding, which means wind loads on a roof or an opening there are not meaningfully lower than they are closer to the water.

Western Miramar's build-out means a very large cohort of homes reached first-replacement age at roughly the same time — original roofs, original air handlers, original windows, all aging on the same clock.
